TECHNICAL ADVISORS
Major William M. Toms retired from the New Jersey State Police (NJSP) in 2008. Prior to retiring as the interim Deputy Superintendent of Investigations, Dr. Toms commanded the Intelligence and Internal Affairs operations for the NJSP. Dr. Toms was also the Director of Training for the NJSP, tasked with operating the NJSP Academy and developing the organizational plan for the NJSP to attain CALEA (Commission on Accreditation for Law Enforcement Agencies) accreditation as an overall strategy to continually maintain nationally recognized best practices in law enforcement. Since retiring, Dr. Toms has been President of Brookdale Community College, published articles in peer-reviewed journals on the topics of leadership and change, and operates a successful consulting practice. Dr. Toms holds an earned doctoral degree in Human Resource Development from The George Washington University, in Washington, DC.
Major Thomas P. Souchek retired from the New Jersey State Police (NJSP) in 2011. Prior to retiring as the Director of New Jersey’s Fusion Center, the Regional Operations Intelligence Center, Souchek served as the Executive Officer for the Field Operations and Administration Sections. Mr. Souchek was also the Director of Training for the New Jersey State Police Academy where he developed, implemented, and measured the agency’s tactical, operational, and strategic training programs. Since retiring, Mr. Souchek has continued to work with, support, and train a number of law enforcement agencies from around the country. Mr. Souchek holds a Master’s degree in Education Administration and Supervision and a Human Resources Training and Development certificate from Seton Hall University. Souchek also graduated from the Northwestern University School of Police Staff & Command, and was honored with the Franklin M. Kreml Leadership Award.

Tim Connors is Senior Manager of the Law Enforcement and Security Division of CAAS, LLC. Previously, Connors managed his own consulting firm, advising domestic and foreign clients in law enforcement, security and defense and the diplomatic sectors to gain understanding of 21st century threats and how to adopt strategies for thwarting them. He also served as the Director of the Center for Policing Terrorism at the Manhattan Institute. In this capacity, he provided consulting and education services to state and local police agencies on terrorism, counter terrorism, intelligence and homeland security. Tim’s 29 years of experience as an Army officer includes a tour in Kunar Province, Afghanistan and he has commanded at every level from platoon to battalion. A graduate of West Point, Tim also holds business and law degrees from the University of Notre Dame and is licensed to practice law in New York State.

John Shanks is Director of Law Enforcement Relations, Training & Education for the Law Enforcement and Security Division of CAAS, LLC. Previously, Shanks was the Senior Director of Development & Law Enforcement Relations at the National Law Enforcement Officers Memorial Fund and a Texas Police Officer holding a Master Peace Officer’s License & Instructor certifications. John is retired from the United States Air Force as a Law Enforcement Master Instructor at the Joint Law Enforcement and Security Training Center at Lackland AFB, Texas. In addition to being a military training instructor he taught for eight years teaching at the Law Enforcement Training Center at San Antonio College, specializing in certifying transitioning veterans for their Texas Peace Officers certification. While in the Air Force John was a leader in educational technology and designed and taught Computer Based Instruction Design courses as well as advanced Instructional System Development courses for the USAF. John’s more than 35 years of experience in civilian and military law enforcement and solid background in technology, education and training provides a solid base to build and grow ACT’s interactive digital training delivery systems.
